Sri Lanka to breach 2026 primary spending limit for cyclone relief

Sri Lanka plans to exceed its 2026 primary spending cap by 1.4% of GDP to fund cyclone relief, while still aiming to meet IMF debt targets by 2032.

Deputy Minister of Finance and Planning Anil Jayantha Fernando announced that Sri Lanka will breach the 2026 primary spending limit of 13% of GDP due to emergency cyclone relief needs. The government seeks parliamentary approval for an additional 500 billion rupees, or about 1.4% of GDP, raising total spending to approximately 7,657 billion rupees. Officials state the extra spending will not disrupt the IMF-backed debt sustainability plan, with Sri Lanka still targeting 95% debt levels by 2032.
