Samoa's economy faces a growing risk of fiscal paralysis due to a protracted political stalemate following the general election. With the current government operating under a constitutional 25% spending cap on the previous year's budget, public services and development projects are severely constrained. The caretaker Minister of Finance warns that a repeat of the 2021 impasse could cripple the economy, deter donor partners, and force consideration of a State of Emergency under Article 105 of the Constitution.
