Most growth—15,500 people—was in Harju County, including Tallinn, pushing its population to 680,900. The growth reflects a broader economic recovery, with housing and transportation expansions like new apartments and a joint Tallinn–Harju public transport ticket boosting livability. However, some regional disparities persist, with rural areas lagging behind.
