Alleged Infiltration of Timor-Leste Government by Transnational Organized Crime Syndicates

Minister alleges transnational syndicates brought $45 million into Timor-Leste to infiltrate government institutions and establish protected illegal gambling and cyber-scam operations.

A senior minister in Timor-Leste has publicly alleged that a transnational organized crime syndicate from Cambodia, Malaysia, Macau, and Hong Kong has infiltrated the country's government. The syndicate allegedly smuggled US$45 million into Timor-Leste to bribe and influence regulatory bodies, secure fraudulent licenses, and create protected enclaves for illegal gambling, cyber-scam centers, and human trafficking operations. The minister warned that without decisive action, Timor-Leste risks becoming a criminal state controlled by foreign mafia syndicates. A recent raid on a suspected cyber-scam center in Oecusse-Ambeno led to the detention of 30 foreign nationals linked to these operations.
