An amendment of the penal code in Seychelles will make it illegal to commit acts such as cloning automated teller machine (ATM) cards, stealing electronic identities of card users, or acquiring equipment and facilities for committing such fraud. The amendment aims to deter and curb such scams after the island nation recorded a series of ATM fraud attempts committed by foreign nationals late last year and at the beginning of the year. Four Chinese nationals are being remanded in custody for having committed the same offences in late March. New sections being added to the penal code mean such offences will be punishable by law in the 115-island archipelago in the western Indian Ocean. The government is proposing severe penalties for offenders, including a fine of almost $40,000 or a 22-year prison sentence. Seychellois authorities are also working on a comprehensive law on cyber‑crime with the help of international experts. These measures are framed as a response to an emerging pattern of technology‑based fraud events.
