These scenarios include the creation of a so-called "Tent City" and barricading of strategic locations and central avenues, as well as the fortification and barricading of government buildings. These actions are characterized as unlawful and include elements of extreme provocation, with reference to a scenario similar to Ukraine's 2014 "Euromaidan" movement.
