Armenian Hospitals Accused Of Refusing Free Healthcare

Allegations that hospitals in Armenia are denying legally guaranteed free medical services to eligible patients due to exhausted government funding and administrative delays.

Following the introduction of an electronic registration system for subsidized healthcare procedures, many patients in Armenia report that hospitals are refusing them surgery or other treatments free of charge, claiming the government’s annual budget for such services is already exhausted. Health Minister Anahit Avanesian denies a funding shortfall, stating that the budget for subsidized coverage has increased compared to the previous year, and instead attributes the problem to prioritization rules in the new registration system and long waiting lists. The ministry has reportedly ordered additional funding for hospitals to reduce backlogs and advance scheduled procedures. The situation raises concerns about access to essential care for vulnerable groups and consistency in the implementation of public‑health subsidies.
