Kazakhstan plans stricter carbon emissions limits

Kazakh authorities are preparing to tighten carbon‑emissions regulations, significantly reducing free carbon quotas and increasing costs for regulated companies.

From the beginning of next year, the Government of the Republic of Kazakhstan plans to reduce free carbon quotas by 26%, from 169 million to 125 million units. At current pricing, this change could raise the total annual carbon‑compliance costs for companies subject to carbon regulation by roughly 22 times compared to 2020 levels. This policy shift is framed as part of broader environmental and climate‑policy measures aimed at curbing industrial emissions and encouraging cleaner production.
