Uruguay's economy grew 1.8% in 2025, falling short of official forecasts

Uruguay's 2025 GDP growth of 1.8% missed official and IMF projections, prompting expectations of weaker 2026 activity and possible fiscal tightening.

Uruguay's economy expanded by 1.8% in 2025 according to the Central Bank of Uruguay (BCU), below the 2.6% target in the government budget law and the 2.5% IMF estimate. Manufacturing led growth at 6.2%, supported by recovery at the Ancap refinery and food‑industry activity, while commerce, lodging and food services rose 1.9% and financial services grew 4.2%. Construction fell 2.5% due to lower infrastructure outlays and energy output dropped 3.1% with weaker renewable generation. Economy Minister Gabriel Oddone acknowledged activity is weaker than expected and flagged a likely downward revision of the 2.2% 2026 growth forecast, with possible delays to some spending commitments. Economists warn that without higher growth, Uruguay cannot sustain rising well‑being levels and caution that stagnation risks are mounting.
