Potential cyber and critical infrastructure risk from expanded digital connectivity in Haiti

Haiti's nationwide digital acceleration project enhancing internet coverage may increase exposure to cyber threats targeting critical communications systems and public services.

Haiti has launched a five‑year digital acceleration project supported by a US$60 million World Bank grant to roll out fiber‑optic infrastructure and expand broadband access to 2.7 million people. The project includes building critical communications systems, databases, and public services, as well as digital training for residents and businesses. While this initiative aims to improve disaster response and economic development, it also increases the attack surface for cyber‑threats such as data breaches, ransomware, and disruptions to government and humanitarian services. The World Bank explicitly links the new infrastructure to support for disaster‑related communications and public services, which amplifies the impact any cyber‑attack could have on emergency response and essential functions.
