U.S. intelligence warns that Cuban‑linked online operations may attempt to influence U.S. elections using cyber‑enabled influence tactics.

U.S. intelligence officials warn that Cuban state actors may attempt to influence U.S. elections, including in Florida, through online influence campaigns. The report notes that since Cuba expanded internet access, dissidents and independent journalists have reported hacking of their phones and social‑media accounts, as well as harassment from fake accounts linked to the Cuban government. Former students describe Cuban state security running online operations from within the University of Informatics Sciences to target critics. Cuba has leaned on China for its internet and cybersecurity infrastructure and has recently signed agreements with Russian officials, including in artificial intelligence and cybersecurity, which may enable more sophisticated influence tools. The Foreign Malign Influence Center in the U.S. intelligence director’s office is preparing for adversaries to use advanced tools, including AI, in influence operations.
