This 1.2% annual growth marks the fastest population increase since 2011 and the peak population since 1997. Immigration contributed 19,700 people, while births outpaced deaths by 3,700. Most growth—15,500 people—was in Harju County, including Tallinn, pushing its population to 680,900. The growth reflects a broader economic recovery, with housing and transportation expansions like new apartments and a joint Tallinn–Harju public transport ticket boosting livability. However, some regional disparities persist, with rural areas lagging behind.
